Study On The Influence Of Government Behavior On The Agglomeration Of Producer Services In Hebei Province

With continuous change and improvement of modern industrial and economic structure,an important engine in the role of producer services industry evolution has become increasingly prominent.Producer services as the core and integral part of the modern service economy and the focus of attention of most industrial economy,its degree of concentration will directly affect the level of regional economic development.In terms of hebei province at present,the overall level of service industry lags behind industry,share of manufacturing in GDP than the major,so how to promote producer services in the area of contribution to effectively promote the transformation and upgrading of industry is the Hebei provincial government and all sectors of society urgent to solve the problem.This study comprehensively and comprehensive carding domestic and foreign about the government behavior and the producer services cluster related theories and research achievements.This research adopts the method of combining theory and practice,combining quantitative analysis and qualitative analysis.Based on the theory of local government functions theory,regional industrial agglomeration theory and the theory of Michael Porter's Competitive Strategy,and according to producer services agglomeration situation in Hebei Province,using the panel data of Hebei.This study use the aid of MaxDEA6.3 software and Eviews6.0 software.Through comparing the province and 11 cities in the province the input and output efficiency of production factors and the government behavior in the process of industrial agglomeration effect on regression analysis,we concluded that the development of producer services in Hebei Province exists in the input and output factors of demand lag,imperfect market soft environment,modern service industry agglomeration problems such as imbalance,and analysis of the causes of problems.On the basis of these analyses,from the government's industrial planning,public service function,policy support,the government's market adjustment function view put forward the effective countermeasures,to enhance the level of industrial agglomeration of producer services in Hebei Province.And to provide theoretical and practical basis for thegovernment to develop industrial policy on promoting industrial upgrading producer services.
