Import trade as an important way of international capital flowing, It becomes increasingly significant for the two sides of the trading partners of economic development and technological advancement. Imports are growing concern about the academic community because the host country makes a technological progress through technological spillover effects of importing products. China is a developing country with the great powers, the import trade as an important factor in the supply for china in the past more than 30 years of the reform and opening-up, import trade keeps the economy Sustained and rapid growth; meanwhile the technological spillovers of import trade promote technological progress in China.This paper is on basis of the previous studies, we review the literature and empirical research about technological spillover effects of import trade to explore and summed up the mechanism and the influencing factors. Technology overflow pathway include: competitive effects, transmission effects, secondary effects of dry, technical training effect. Factors influence the technological spillovers of import trade are mainly FDI, R&D, human capital level, the structure of import trade regime of patent protection. From the analysis we find that import trade in the study of technology spillovers on the impact of technological progress, we must give full consideration to the rest of the important role of variable factors. Chinese regional economic gap is great, so we use 11 well-developed provinces in the eastern parts in this study, these provinces with the more balanced economic development than others. The analysis shows a more reasonable reflection of innovation by technological spillovers of import trade in the model. Therefore, we use the panel model of the eastern parts of the economic data in 11 provinces and cities from 1997 to 2007 to make an analysis. The results show that the technological spillover of the import trade is obvious to promote the Chinese technological progress. On the basis of the empirical analysis of technology spillovers by import trade, we make further analysis about the absorptive capacity of technological spillovers to influence technological progress. The factors of the host own influence the effects of the technological spillover to a certain extent. In order to raise positive spillover effects of the import trade, the host country must raise the level of human capital, R&D, and so on.we make effective combination of external factors increase the effects of technological spillover effects.Through the empirical analysis of effects technology spillovers by import trade, We classify the structure of imported products into three types。We use the data of our national imported low-technology products, medium-technology products, high-technology products to research the technological spillover effects from 1984 to 2007. Mainly we use Co-integration Test, Error Correction Model test, Granger test and other empirical research methods. The results show that the imports of low technological products to Chinese technological progress are not significant; meanwhile the higher imports of technological products seem to be more prominent to make Chinese technological progress, technological spillover effect is obvious.This study is based on the empirical analysis above, and finally we give the conclusions and related policy recommendations.
