Surplus rural labor force's shift to non-agricultural industries and urban shows the common problem of any country toward industrialization,urbanization and modernization. As a developing country mainly in agriculture, our country not only has abundant labor resources, but also has lots of rural surplus labor force, which will not only control the existence of agriculture and rural economic development, but also affect the entire national economy development. Therefore, in the modernization process, how to realize the countryside surplus labor force full employment has become an important goal of China's economic and social development. Since the reform and open policy, our government has made a lot of productive work in rural surplus labor transfer, and has achieved remarkable results. But, the special historical background and system reason caused our long-term urban-rural binary segmentation, with the urbanization development lagging behind. The unperfected labor market, the low rural labor quality and so on many kinds of factors, restricts the shift of the rural surplus labor force. Thus, in the new stage of development, what our government faces is to realize the countryside surplus labor force shift quickly and orderly. Based on this understanding, the author chose the rural surplus labor transfer process of the government ACTS of the thesis of the research, the purpose of which is trying to reveal the inner relation between the transfer of rural surplus labor force and duty of government, which can provide theoretical basis for government's decision-making and provide a new path for the transfer of rural surplus labor.Based on labor flow theory, employment theory, market economy theory, and the theory of public administration, the essay comprehensively uses a literature material sorting method, system analysis, comparative analysis, qualitative analysis and quantitative analysis and other methods, to study the government's conducts in the transfer of rural surplus labor force in a comprehensive system. The main content of the paper is the following. The first is to make definitions on such conceptions as labor, rural labor force and agricultural labor, rural surplus labor and agricultural surplus labor, rural surplus labor transfer and government actions and to summarize labor flow theory, employment theory, market economy theory and public management theory, which are related with my topic. The second is to discuss the surplus rural labor transfer status, analyze its necessity, patterns and characteristics and discuss the factors restricting our the transfer of rural surplus labor force from system labor market, urbanization level, the third industrial development, development of township enterprises, rural labor quality, based on the large amounts of data. Next, with comparison research method I analyze the government behavior during the transfer of rural surplus labor force in the Britain, United States, Japan, India ,Korea and other countries. Then I summarize the experience for reference in China. Fourth, with administrative management and public management theory as a foundation, I elaborate the functions of the transfer of rural surplus labor force. Fifth, I make some suggestions about perfecting our country government behavior of counter measures during the transfer of rural surplus labor force, from innovating system and perfecting the policy system, broadening the obtain employment domain, perfecting labor market, increasing the human capital investment, protecting their rights, etc.Through the study, I argue that, the transfer of rural surplus labor is the important content of coordination in our country's industrialization, urbanization and promoting agricultural modernization. Only when we realize the countryside surplus labor force shift quickly and orderly, can we improve the agricultural labor productivity, increase the farmers' income, and realize the goal of comprehensive construction well-off society.Under the market economy condition, although the role of the market mechanism allocating labor resources has not denied, the government has undertaken the important responsibility. Especially the market mechanism, which has defects, needs our government to correct. Our country has large quantities of rural surplus labor, so the task of shifting is arduous. The government needs not only perfect regulations and policy system, but also play an important role in innovative management and services.
