Development Economics believes that the transfer of rural surplus labor force is the only way to achieve industrialization and urbanization in developing countries, and it is the most i mportant way to achieve social and economic development in rural areas. Developed countrie s'experience tells us that only the achievement of rural surplus labor force in a reasonable an d orderly transfer can make out country industrialization and urbanization. Since the founding of New China, China's transfer of rural surplus labor force has never stopped. Especially sinc e the reform and opening upbegan, the transfer of rural surplus labor force was expanding the scale of the trend.In the 20th century, especially since the 90's, a large number of rural surplus labor crowded into cities, forming a magnificent view at the time of the "tide" phenomenon. By the early 21st century, cities began to reduce the number of peasant workers in some areas, especially in coastal areas a "shortage of migrant workers" phenomenon. What are the causes of these phenomena and how to resolve the status of this disorder is the purpose of researc h.In this paper,by the means of Normative Analysis and Demonstration analysis,first by usingsome relevanttheory and research result about the flow of rural surplus 1 abor force theory, I analize the disorder and main cause of the transfer of rural surplus labor f orce systematically. And then I analyze the transfer of such a disorder resulting from China's e conomic and social effect. Finally I suggest how to guide China's rural surplus labor force in a a reasonable and orderly transfer.
