Road transport is a mode of transportation with the most practitioners, the biggest traffic volume, the largest accessibility and the most extensive services, which plays a very important role in comprehensive transportation system.Road transport authorities are government agencies,this study function of road transport authority to adjust and change, then the adjustment and changes in the functions of government research is the starting point and end point.The state administrative organs of government functions is based on economic construction and social development, in the exercise of executive power in the process of responsibilities and functions.Transformation of government functions is the basis of the executive power of government duties, functions change, transformation and development, it means that changes in the executive power of the executive management changes and the goverment administrative capacity and administrative efficiency.Transformation of government functions is the focus of institutional reform, and its purpose is to make the government's economic management functions from the direct management of enterprises in the past, the real transition to formulate and implement macro-control policies,improve infrastructure, create a favorable environment for economic development up to meet the community the requirements of socialist market economy and development.This article elaborated the theory about the road transport management agency functions firstly, and pointed out the basic principles of the road transport management institution functions .Then it analyzed and studied the history and status of the road transport management agency, and pointed out the priorities and goals of road transport management institution function adjustment on the new period. Finally the article analyzed this model empirically, and put forward suggestions on improving the road transport management agency functions.
