Study On Road Administration System Of Gansu Province

Since2011, the Road Enforcement Administration of Gansu Provincial been established,road administration work in Gansu Province started a new starting point. In the reform of roadadministration institutional aspects of further optimization of the " Province-City-County "three vertical administration model, defined the main responsibilities of the various levels ofroad administration department, adjusted the road administration in-house setup, improvedthe overall quality of road administration personnel, provided a good way domainenvironment for the development of public transport in Gansu Province. However, theachievements at the same time, the road administration is facing new situations andchallenges, such as the functions of the transition not in place, institutional settings alsounreasonable laws and regulations not perfect, the ensure funding not adequate, the qualityof the team to be improved. To further improve the efficiency of road administration,promoting economic and social development in the region, improving the administrationsystem of Gansu Province Road is imperative.In this paper, changes in body functions to optimize the organizational structure of thetheory and the theory as a guide, using the survey research, data analysis, comparativeanalysis, and historical analysis and other methods to analysis and research the GansuProvince Road administration system.Through research, the current system of Gansu ProvinceRoad Administration in management functions problems are the focus of misplaced functions,functions configured to be adjusted, serious overlapping functions, and other functions toperform single way; in setting institutional problems are institutional positioning unscientificnature, agency specifications unreasonable, institutional settings need adjustment; whilethere are still imperfect laws and regulations; serious shortage of funds management;management and other aspects of the low quality of personnel issues.In response to these major problems, this article from changing road administrationfunctions, improve and perfect the three aspects of road management institutional system ofroad administration agency proposed to improve the views and suggestions of Gansu Provinceroad administration system, we want to strengthen Gansu Road Administration level, to improve the ability to make a little help road services.
