Public housing finance serves as the core of the development of public housing economy. Public housing finance is the mobilization, deployment and management of funds which relate to the construction, circulation and consumption of public housing by credit facility. When the development of public housing finance is being constrained, the construction of the public housing will face financing gap. which finally result in the undersupply of the public housing. With the development of industrialization and urbanism, the problem of housing for the low-income residents become more and more pressing. The key approach to solve the problem is the supply of public housing. However the fact is that the public housing suffers from lack of enough investment and the efficient supply of public housing in China is restricted seriously. In the light of this, it is necessary to establish and amplify a supporting system of public housing finance and make great effort to facilitate the successful implement of the public housing policy under the support of public housing finance institutions.In this paper, the internal logic and actual basis of public housing financial support are discussed, with the public housing financial support as the base point and the rational factors in the theories of public economics, development economics and western economics as reference. By means of the combination of qualitative and quantitative analysis, macro and micro analysis, the two aspects are dissertated from two angles, that is, a normative study and an empirical study. Firstly, the basic theories and successful cases concerned with public housing financial support are put forward, focusing on the discussion of public housing financial support mechanism by game theory. Secondly, the actuality, issues and countermeasure of public housing financial support in province of ZHEJIANG are put forward. Thirdly, learning from the experience which other countries resolve the public housing financial problem. And finally, designing the public housing finance system for the low income in China on the basement of the above analysis.It is pointed out that the commonality of public housing determines that absolute market mechanism is not completely adaptable in the field of public housing:it is necessary to give full play to the role of housing finance in order to assure the efficient supply of public housing. To give full play to public housing financial support, it is should be intensified from the following three aspects, namely, improving the instrument innovation of public housing finance, optimizing public housing financial system and structure, and formulating and coordinating public housing financial policy.
