Study On Public Housing And Its Policy In China

The urbanization of our country is in the stage of rapid development.How to solve the problem of increasing population living has become an important task in the process of urbanization.Public housing is an important measure to solve the low-income people living in public housing policy as the government,the use of high frequency,low implementation cost of the macro-control means,can greatly promote the protection of public housing in advance,to alleviate the housing problems of the city.The thesis focuses on the public housing and its policy issues in China.It is of theoretical value and practical significance to ensure that the urban residents have "home ownership" and control the property market.Based on the literature review,summarized China's public housing policy evolvement and problems,problems of public housing policy and economic and Technological Development Zone investigation in Beijing City,the United States,Singapore,Japan's public housing experience,put forward China's public housing policy innovation suggestions.The main points and suggestions are as follows:(1)there are many problems in our country's public housing.From the market supply and demand situation,the security of public housing throughout the country can not meet the demand of residents,the supply of standards is too high,some of the public housing property rights classification is not clear.(2)the demand of China's public housing is mainly concentrated in low-income families solve the housing problems of low-income families directly decides our country to solve the housing security problems of the residents as a whole,is the key to solve the problems of people's livelihood.(3)the government should play the role of government macro-control,improve the public housing policy to solve urban housing problems.First,through legislation to promote the implementation of public housing policy;two,improve financial and financial policies,provide financial support;three,increase supervision,strengthen social supervision,and ensure the implementation of policies.(4)strengthen the operation and management of the implementation of the public housing policy.The key to increase the public housing construction funds support,unified public housing construction standards and purchase area standards,establish and improve the public housing "access" mechanism,the establishment of public housing property diversification mode.
