Since the 1990s, with the deepening of China's opening level, China's foreign trade and foreign direct investment (FDI) have made considerable achievements. However, problems in attracting investment to promote economic development in China have begun to emerge in recent years, the real problems we face are how to introduce and use FDI to promote optimization and upgrading of export trade structure. Scholars in and out of China have done a lot of valuable research and exploration on the relationship between FDI and a country's foreign trade, but a large number of theoretical and empirical research focused on the impact of FDI on a country's foreign trade flows, and we lack of profound analysis on the impact of FDI on a country's foreign trade structure. From tne point of view of FDI technology spillovers, this paper did analysis on the impact of FDI on China's export trade structure by theoretical and empirical research, revealed the problems existing in the process that FDI promotes optimization of China's export trade structure, and made recommendations on reorientating China's policy about FDI, in order to better promote FDI to play an active role in optimization China's export trade structure.This paper analyzed the status of use of FDI and export trade structure in China, and made furher analysis on the mechanisms and channels of FDI spillover effects impacting export trade structure. Then this paper measured the technological level of export products by index of technological added value in order to analyze dynamic changes of export structure. To analyze the impacts of FDI technology spillover and its interaction with human capital and R&D on the dynamic changes of export structure in China, this paper constructed panel data model by using the sample data from 1991 to 2009. Empirical results show that FDI technology spillover and its interaction with human capital and R&D promote the amounts of exports, but don't promote the optimization of export structure, and the human capital and R&D promote FDI technology spillover in China. Finally, this paper pointed out the problems existing in the process that FDI promotes optimization of China's export trade structure and made relative suggestions on using FDI to promote optimization of export structure in China.
