With the further deepening of economic globalization and the rapid development of IT,the world trade in services as a whole shows a trend of rapid development,and international trade is gradually changing from trade in goods to trade in services.All countries want to occupy a place in international trade by virtue of trade in services,but the overall pattern of international trade in services at present shows that developed countries are at the high end of the value chain of global trade in services,while developing countries can only be passively cag in the low end of the GVC trade in services.If developing countries want to change this situation,they must take measures to enhance their competitiveness in international trade.The key to enhance the competitiveness of international trade in services is to improve the technical connotation of a country's export of trade in services.Human capital is the core element of technological R&D and innovation,which can provide the backbone for the technological innovation of a country's service trade;therefore,to explore the impact of human capital on the technological complexity of service trade export will help a country to play the role of human capital to improve the technological level of its service trade export.Based on the above background,this paper uses a combination method of theoretical analysis and empirical test to explore the impact of human capital on the technological complexity of service trade export.First of all,this paper summarizes and collates the current domestic and foreign human capital and service trade export technology complexity from four aspects: human capital,service trade export technology complexity,service trade export technology complexity based on trade added value and the influence of human capital on service trade export technology complexity.Secondly,on the basis of calculating the added value of export of service trade by using the world input-output table published by WIOD database,this paper calculates the technical complexity of export of service trade of 42 countries in the world from 2000 to 2014,and analyzes the theoretical mechanism of the influence of human capital on the technological complexity of export of service trade.On this basis,the above theories are empirically tested by fixed effect estimation method,and based on different levels of foreign direct investment,the econometric method is used to test the impact of human capital on the technological complexity of service trade export.The test results show that: on the one hand,human capital has a significant positive effect on the technological complexity of the export of service trade in the sample country.On the other hand,the effect of human capital on the technological complexity of export of trade in services shows obvious heterogeneity;specifically,for countries with different levels of economic development,different factor-intensive trade in services,and different levels of foreign direct investment,there are obvious differences in the impact of human capital on the technological complexity of export of trade in services.Finally,Based on the synthesize theoretical and empirical test results,the paper puts forward some recommendations on giving full play to the effect of a country's human capital to promote the technological complexity of service trade export.
