| In recent years, China's foreign trade is facing a severe challenge in the face of the complicated international situation and the increasing downward pressure on the economy. According to preliminary statistics from the customs, in 2015, the country's total trade volume of import and export of 24.58 trillion yuan, down 7%, among them, imports and exports fell 13.2% and 1.8%. This is only the second time since the economic crisis in 2009 Shuangjiang, the decline in this round of trade also indicates that under the new situation of China's foreign trade will enter in the slow growth of the new normal, in the future for a long period of time, foreign trade low growth even negative growth are the new normal normal display. Under the new situation, China's foreign trade is in from the growth stage of the incremental speed at the key stage to the quality and efficiency of the mature period of transition, with the rate of growth and the size of enlarged compared to that to enhance the quality and optimizing the structure is the most important task and goal of the current development of China's foreign trade. In such a large environment, the study of China's export trade can not stay in the pursuit of trade volume and amount, and in time to focus on the study of the quality and structure of export trade.In the in-depth study of the quality and structure of China's export trade, first of all, we should make a systematic analysis of the status quo of China's export trade in the new stage. After entering WTO, China by virtue of the advantages of cheap labor and huge domestic market, actively participate in globalization market division, considerable progress has been made in the scale of export trade, commodity structure, trade mode, has gradually become an integral part of the global trading system in a ring. However, under the new situation, our country's export trade also faces a series of problems, such as low value-added, core technology and independent patent issues. Therefore, it is very important to understand the present situation of China's export trade development, and to promote the import and export trade from the "quantity accumulation" to "quality improvement". In recent years, foreign scholars in the "export sophistication" research has achieved fruitful results, and domestic scholars more is use the index to measure the development of China's export trade quality, status and structure and position in the international division of labor.Hausmann(2007) proposed the use of an export complex degree calculation method, collect the 2004- the panel data of 2013 China 25 Province, autonomous regions, municipalities directly under the central government and from the country, coastal and inland in different level were grouping empirical analysis, focusing on study of international technology spillover and human capital as the two core explanatory variables of our country each district level export technical complexity. The results showed that international technology spillover channels of import trade on the increasing complexity of China's export technology produced a significant spillover effect, and international technology spillover channels of FDI(foreign direct investment) failed to on China's export sophistication performance a positive spillover effects, which confirms the in our country for a long time since the implementation of the "market for technology" strategy does not achieve the desired goals; human capital of China's regional export technical complexity had significant promoting effect. At the same time, infrastructure construction, the level of the market also significantly promotes the the increasing complexity of every area of our country the level of technology export, investment in research and development of technology export complex degree of the regional heterogeneity, which significantly promotes the coastal areas of export sophistication of ascension, but on inland export technical complexity is unable to play its due role, financial development failed to of our country export sophistication is significant role in promoting.According to the above conclusions, this paper starting from the two perspectives of international technology spillover and human capital in the end, put forward the corresponding policy recommendations First, in the expansion of exports at the same time, more attention should be paid to the balance of import trade development. Second, through policy regulation and control, to further increase the introduction of high-quality foreign direct investment. Third, continue to implement the strategy of invigorating the country through science and education and talent, promote the strategic adjustment of personnel structure, and constantly accumulate human capital. |
