No matter in developing or developed countries, small and medium-sized enterprises play an more and more important role in the national economy. Since our country's reform and opening up, SMEs in rural areas develop vigorously.In China's urban and rural development, the effect of the small and medium-sized enterprises in the rural areas is more and more apparent.They not only increase farmers' income, but also absorb the surplus rural labor force.They speed up the rural economic prosperity, accelerate the development of agricultural industrialization in rural areas, at the same time, they are the important way of achieving rural new industrialization.Since most small and medium enterprises in rural areas are small scale ,operation with limited financial support and social support and low competitiveness, they are in a weak position in market.So their development are faced with a series of problems. About external environment, financing difficulties, inadequate government support and imperfect social service system restrict the development.In addition, internal management of the medium and small-sized enterprises also has some problems and hinderes the development of the enterprise. Therefore, under the background of China's urban and rural development,this paper analyzes the current situation of small and medium-sized enterprises in rural areas, finds their problem, and brings forward the corresponding measures and suggestions. This paper is divided into five parts totally:The first chapter, introduction. This part introduces the background, significance, relevant theory, research methods and research content of this paper.The second chapter, the related theory in this paper. First, the SME is defined, mainly from the quantitative and qualitative aspects to clarify the scope of small and medium enterprises, and then introduces at home and abroad of the theory of urban and rural development. This part has laid theoretical foundation of this article.The third chapter, analysis of the current situation of small and medium-sized enterprises in rural areas. The context include the definition of the concept of small and medium enterprises in rural areas, the role of SMEs,and the external environment and internal conditions that SMEs in rural areas face. We point out that in the current context of urban and rural development, combined with China's actual situation, the city should take measures to promote rural development.The fourth chapter, foreign experience and reviewed in this paper. First from the analysis of the integration of U.S. and Canadian experience in urban and rural areas ,we verify the positive role of the development of SMEs in rural areas. The support measures of some foreign countries or regions for SMEs in rural areas are summarized, mainly from the financial support, social services, government support .The fifth chapter, measures that city takes to promote rural development. We propose countermeasures from external environment and internal condition respectively. For external environment, We build an integrated economic development of urban and rural areas.For internal conditions, we put forward three specific countermeasures and Suggestions.
