Wuhan Entrepreneurial Effect Of Policy Implementation To Promote Employment Index System

The outbreak of the subprime mortgage crisis in 2008, which began from the United State, led to the decline of the world economy. China's exportation had also meet unprecedented difficulties. How to avoid the problem has become the focus of the leaders and domestic scholars.Practice has proved that entrepreneurship has a significant impact in promoting economic development. China's labor force supplying has exceeded its demanding. The solving of the employment is not only an economic issue, but also a social and political issue. It has great practical significance on economic growth. Therefore, the State promulgated a series of policies to promote entrepreneur. However, whether the policies has achieved the goal of promoting entrepreneur, China has not established a scientific, complete and workable index system for the evaluation of entrepreneurship promoting of employment policy.By the research of index system of the entrepreneurship promoting of employment policy'implement effect, this paper aims at establishing a comprehensive evaluating index system composed by various indicators. We adopted the"first -second level"index model structure in designing the index system. Four"first-level"indicators have been constructed, namely economic, environment, service and culture. At the four level indicators located below the secondary indexes, to analyze the"first–level"indicators from both the qualitative and quantitative aspects. Finally, we evaluate the implementation effect of the Wuhan entrepreneurship promotion of employment policy.
