Research On The Effectiveness Evaluation Of College Students' Entrepreneurship Policy

Entrepreneurship is a significant policy basis and institutional guarantee for promoting entrepreneurial economic development."Opinions on to Vigorously Promote Public Entrepreneurship Innovation Policies and Measures " and " Guiding Opinions on Accelerating the Construction of the Highly Innovative Entrepreneurial Public Support Platform" were introduced by the State Council in 2015.The national level "mass innovation and entrepreneurship" of the top-level design is about to complete.However,the outcomes are relatively lagging behind and various in the process of implementation.College students have gained the widespread concern and support as they are the most creative and energetic community.The irresponses to the entrepreneurial policy and actions are more timely and sensitive than other groups.Hence,to enhance and improve the college student's entrepreneurship level will-to a large extent-increase the college student's success rate and survival rate in entrepreneurship.College students identified as the research objective in this study.The comparison and analysis approaches were conducted in entrepreneurial policy from the existing systematic domestic and abroad literature to seek the effective approach in college student's effectiveness of entrepreneurship policy.Methodologies cover from expert consultation,the key investigation,in-depth interview to qualitative analysis methods,combined with the special academic communication practice,using the structure the model construction of evaluation model of college student's concept of entrepreneurship policy,research focus covers six major dimensions from institutional effectiveness,economic effectiveness,social effectiveness,human effectiveness,psychological effectiveness to leave office(leave of absence from school)etc.,the use of AHP-Fuzzy comprehensive evaluation approach to empirically analyze the effectiveness of entrepreneurship policy and reveals the main problems and shortcomings,and finally come up with the countermeasures in effectiveness of building entrepreneurship policy promotion mechanism.The aim of this research is to evaluate and summarize the college student's entrepreneurship policy in the context of China,and the finding is the effectiveness of the entrepreneurship policy of college student needs to be improved,especially the policy effectiveness of student in incubator and development phase.This requires students to cultivate the development of new policy based on new energy both at present and in future.Adapt to the new normal for new development,new situation and new requirements,adhere to innovation,coordination,five development concept of green,open and sharing,speeding up the growth process of entrepreneurial,perfecting the system construction;clear positioning of the main division of labor,strictly regulate the local entrepreneurial work;enlarge the intensity of work in key areas,comprehensively promote the entrepreneurial social construction;strengthen the protection of business conditions,actively respond to the venture's expectations;Pay attention to innovation driving business development,enhance the practical value of entrepreneurship policy;actively integrate into the new industrialization,information technology,urbanization,modernization of agriculture and green building process.Through the construction of the promotion of entrepreneurship policy mechanism,ultimately improve the pertinence,effectiveness,systemicness and sustainability.
