Zhejiang province in the ocean, global ocean product in 2010 accounted for 14.5% of GDP, end of February 2011, the State Council formally approved the"Zhejiang Ocean demonstration area of economic development planning"; Early July 2011, the State Council approved the establishment of Zhoushan Islands District, Zhejiang. Zhejiang marine economy is not only an important economic growth point, but also it's a key direction for Zhejiang's economy development. The marine economy's fluctuations are directly related to the healthy and stable development of macroeconomic. According to economic laws governing the operation and status of Zhejiang Province marine economic development, establishing a scientific, rational and effective monitoring and warning system for the marine economy, Zhejiang Province, to guide and promote the sustained and healthy development of rational use of resources, is of great theoretical and practical significance.This first comprehensive study of the predecessors of marine monitoring and early warning of the economy and economic theory and empirical research, defining the concept of monitoring and early warning of marine economy, made a systematic analysis of marine economy in Zhejiang province from three major aspects, considering the characteristics of the marine economy, combining three methods:economic analysis,warning lights display mechanism and BP neural network model to build Zhejiang Ocean economic monitoring and early warning system, the basic framework, and each part are discussed in detail. Then use the structure of Zhejiang ocean motoring system empirically analysis operational status of the economy 2004-2010, calculated the synthesis index and diffusion index of marine economy 2005-2010, and use the trained neutral network model to predict the marine economy situation, obtained the overall economic early warning indicators of Zhejiang Ocean, using lights describe them and verifying the feasibility of the system. Finally, according to the results of early warning,made corresponding policy recommendations for Zhejiang marine economic development.
