A Research On The Compensation Mechanism Of The Landless Farmers In The Urbanization Process

In recent years, with the rapid development of economy, China has entered the period of accelerated development on urbanization. It is expected that nearly 2 billion farmers will change their identities in the next ten years. The model of urban sprawl development achieved by land acquisition has become the main form of urbanization. Inevitably, it will lead to the loss of land to the farmers. With the deep reform of the system of land use, the way to sell the urban non-agricultural construction land in China has changed from administrative transfer to market transfer which pulls up the land prices, but the compensation methods and standards on land requisition to the collective of farmers still refers to the methods and standards in Planned Economy Era, so the land transfer price is much higher than the compensation to farmers. As the land compensation and resettlement mechanism has some defects, these landless farmers do not receive reasonable compensation and resettlement, and their rights have not been protected effectively, which cause a series of problems and impact the speed and quality of China's urbanization process, so compensation for landless farmers has become the focus of Three Rural Issues in China. Establishing a scientific and reasonable mechanism on land compensation, solving the land compensation problem and the sustainable livelihoods of the landless peasants have become one of the major measures of local government to develop the local economy, promote reform and development of urbanization.we draw on relevant theoretical research about the land acquisition compensation, analyze the defects of China's current compensation system deeply and the disadvantages in the major compensation measures; cite the characteristics, methods and experience on land acquisition and compensation in the United States, Japan, Germany, Britain and other countries in, and think about their experience roughly. We find out the problems and the causes excited in the landless compensation to the landless farmers by analyzing ChuZhou city and its situation and build a perfect measure for compensation mechanism to provide useful advice and reference for the local government.
