In recent years, Chinese Telecommunication Industry is on the way to a low margin period as the telecommunication market is opened progressively and the competition is sharper and sharper.The curve of ARPU( Average Revenue Per User) value goes down annually. For these reasons, the domestic telecommunication carriers should be aware that cost affects not only the profit but also the competition ability and existing potentiality of the enterprise. Therefore, effective strategies and methods must be applied to the reduction of cost, especially the construction cost of communication engineering.For telecommunication carriers, the depreciation of fixed assets is half the total cost or even more.The constitution of fixed assets is mainly the infrastructure construction. Telecommunication engineering features large investment volume and cycle. But ever since a long time ago, People try to manage the cost control during the construction stage and neglect to control the cost during the previous work stage, which , to some extent, does help but not much. Besides, due to the construction system in China, the cost control management at all stages is under the conditon of self-managing. What is worse, the total cost contral management is out of control. Therefore, it is very essential to lucubrate effective methods on telecommunication engineering cost control management.This thesis eleborates the research background and significance, the concepts and common methods of cost control. Problems existing in the various stages of construction in Jieyang Unicom are analyzed. A new cost control method is sugguested which is whole process cost control. Investment amount should be accurately estimated at the very beginning stage. the engineering design should be made according to the capability. Strict bidding management is to be carried out to reduce construction fund invested. The optimization of construction organization and the management of changes in work is to reduce cost. The fixed price, hidden record of the project, such as changes in audit work etc, should be reinforced during the final acceptance stage to ensure that costs are not unnecessarily wasted.
