Large State-owned Enterprise Group Of Money Management

Fund management which may have different management modes and procedures in different development stage of an enterprise is the core content of business management. It is an urgent problem to be resolved how to transform the traditional extensive model to modern funds management and establish a fund management system which will be consistent with development strategy of modern enterprise. The traditional extensive modes are mainly reflected in the following aspects: The fund management system is still not perfect; fund control is weak; availability factor of funds is low; distribution, stock, flow and flow direction of funds are uncertain and inadequate to support financial analysis and strategic decisions of the enterprise; consciousness of fund risk control is still to be enhanced; fund management department of the enterprise only serves the function of receiving and payment and settlement. Apex event of Changhong in Sichuan is a representative example. Therefore, the traditional extensive mode of fund management is not adaptive to the pace of transformation and upgrading of new-type medium and large-sized state-owned enterprises.Why there are so many malpractices exists in traditional extensive mode of management? The major causes include:1) as means of intensive management of funds is still to be adopted, fund flow is inadequate, fund stocks are incapable of satisfying increasing demands of enterprises and economy of scale is failed to be established; 2) as indifference in concept of fund management and low fund availability factor, use of limited funds of the group to promote core operations or competitive power of the enterprise is still to be enhanced and comparative advantages of the group is still to be brought into full play; 3) with development of economic globalization and expansion of scope of operation of the enterprise, no adequate consideration is given to factors such as interest rate, exchange rate and related financial policy risks in use of multinational funds, there are certain risks;4) under the new situation of market economy, establishment of funds information system is to be adjusted timely as per operations and development of the enterprise, otherwise, demand for information for financial analysis and strategic decision will not be satisfied.In this paper, by considering my five-year experience in fund management and analysis of cases in fund management at home and abroad, mode of fund management of modern enterprise is presented, and development policy for fund management is set forth in these aspects such as system management, intensive fund management, budget risk management, fund information management, international fund management and talent system construction and measures and suggestion on the policy are stated. In this paper, the study is done by means of combination of specification analysis and case analysis and supplement of theoretical analysis and demonstration study, the first-hand material and data held by me and my experience in management are fully utilized and relevant conclusions are drawn and measures and policies for management are lodged by means of qualitative analysis and quantitative analysis.Main contribution of this paper:In the course of transformation of market economy, under the situation of shortage of fund management policies for large-sized state-owned enterprises, based on my work experiences, by means of combination of theory and actual cases, a study on policy of fund management of large-sized state-owned enterprise is carried out, possible problems are analyzed in a forward-looking way and management measures and policy suggestion of certain pertinency are lodged which are expected to be of significance for reference for fund management of large-sized state-owned enterprises. Deficiency of this paper:Although I have been engaged in fund management in large-sized state-owned enterprise and have rich experience, I'm aware of my shortage of theoretical knowledge. Therefore, I tried my best to collect information and utilize my theoretical knowledge. In writing this paper, I persisted in theoretical study and sought for a way of fund management of large-sized state-owned enterprise. And I will further my study to make improvements.
