Road transport as an important part of the transportation is the basic industry of national economy。Since the reform and opening-up policy, our countries'road transportation has made a great development, but there is a serious problem in the road transportation:One is the management body is small, casual, weak and lack of competitiveness. The second is the management system broken, and not good for market development. The third is the law of transport management system is not strong. The fourth is the service quality low and not good for the image of the industry. Fifth, the low level of transport facilities, cannot meet the demand。This paper bases on the background, through situation of Changzhou highway transportation with the main business status, this paper analyses the auto transportation company, Changzhou internal and external environment, According to the theory of strategic development strategy, combining with the problem, the differentiation strategy for business investment, expand 4S inn of diversification strategy for auxiliary strategic decision. Through the analysis of the inner and outer environment of company, including the human resources, finance, enterprise culture construction, organization, policy environment, competitors, and puts forward the main passenger core analysis, strengthen the joint strength, improve the 4S inn human resource status. Guide enterprises rapid, healthy and stable development.
