Researches On The Ecological Forest Construction And Its Market-oriented Compensation Ways. Take Shengzhou City In Zhejiang Province

In recent years, with the serious problem of global climate change and continuous promotion of international negotiations, forest ecosystem services are increasingly valued by the international community. This study is based on the externality theory and public goods theory, adopting the compensation for ecological forests from abroad market practice and the implications for China, taking Shengzhou, in Zhejiang Province as an example, analyzing the impact and challenges of ecological forest compensation system on the basis of some samples at a certain scale. Then explaining the necessity and possibility of ecological benefit compensation market, and pointing out the possible ways and safeguards on the promotion of market-oriented ecological benefit compensation.The main research contents and conclusions are as follows:(1)The international ecological benefit of forests for compensation is traded through the landscape, biodiversity trade, carbon sequestration and hydrological services. Through international practice and experience, the market-oriented development of ecological forest for compensation in China should have the following three conditions: cleaning ecological forest property rights in China; reducing the cost of transfer or transaction; improving the forestry laws and regulations(2)According to the research and investigation of ecological forest in Tong Yuan village and Chongren town of Shengzhou city, the author uses the survey data on the different regions to analyze the economic, ecological and social benefits of the ecological forests. At the same time, he also proposes that Shengzhou ecological forest is also facing the series of problems, for example, the current standard of compensation can not meet the farmers'expectation, people's positive awareness to ecological forest has been influenced, their levels of recognition to ecological forest function, their initiative attitude to the protection of ecological forest is constrained, their management activities to ecological forest are not constant, and the sustainability of ecological forest meets the challenges, etc.(3) With the economic development and the improvement of people's living level that leads to the increasing demand of the ecology and the single publican fiscal that can not meet the increasing demand of the ecology, the author analyzes the necessity of market-oriented ecological forest compensation; According to the home and domestic market-oriented ecological forest practices and the increasing demand for ecological services, the author just makes possible analysis of ecological forest market-based compensation.(4)The author proposes the possible ways of Chinese market-oriented ecological forest compensation by analysis. They are the trade of forest carbon sequestration, forest eco-tourism, biodiversity trade and some other ways. The author also points out to guarantee the development and implementation of the market-oriented ecological forest compensation by the government, technology and society.
