Research On Forest Ecological Benefit Compensation Mechanism In Sanya City

The issue of forest eco-efficiency compensation has always been a hot topic relating to environment, economy, social harmony and sustainable development in the present world. Based on elaboration of the concept, importance and necessity of forest eco-efficiency compensation, this paper details the related domestic and foreign researches, practices and the problems existing in practices in Hainan, and proposes the major objectives and significance of studying such compensation mechanism in reality, as well as the main content, methods and technical thread.After investigation, analysis and statistics of stakeholders and the actuality of the specific case in Bao’an District, Yucai Town, Sanya City, Hainan Province, by calculating the area of forest land, some core problems are concluded, such as over large area for protected forest area, too less area of arable land and operational forest land, and deficiency of basic living resources for the residents therein etc, accordingly forming a forest eco-efficiency compensation mechanism with principles, basis, standards and calculation method of compensation amount. This mechanism features good maneuverability due to its clear definition of compensation region, explicit compensation subjects and objects, taking the local farmers as the object, opportunity cost as the main basis of compensation, town as the minimal reference unit, local finance as the main compensation channel and giving appropriate consideration to financial supply capacity and other compensatory factors.Through research it is argued in this paper that the basic prerequisite for protection of forest resource in poverty area is to provide new income resources to local farmers so as to enable them to give up the traditional use mode of forest resource. Meanwhile problems relating to forest administration organizations and financing channels should be solved so as to organically combine forest eco-efficiency compensation with support to less-developed area. Therefore, it is necessary to formulate a scientific forest eco-efficiency compensation mechanism, give compensations to forest ecology providers, motivate people’s enthusiasm in forest protection, eventually reaching sustainable development of forest resources. The compensation mechanism studied in this paper can provide a scientific and practical orientation and choices for forest eco-efficiency compensation in Sanya, which is also expected to promote the construction of Sanya into an international tropical seashore tourism destination.
