With the rapid economic development of China, China Mobile Corporation, which founded in 2000, is developing considerably fast, and has now become the largest telecom company globally in terms of its scale of operation. In January, 2009, the restructuring of telecom industry and issuing of 3G licenses marked a brand new era for all-service operation and greatly intensified the competition.Increasingly intensified competition, together with rapidly changing industry environment, makes China Mobile Corporation demand more knowledge and skills from its employees, leading to some negative impacts on them. Such impacts, which result from many underlying and conflicting factors, include increasing pressure from work, role conflicts, and imbalances between work and life, China Mobile Jilin Company, one of its subsidiaries, is also facing such problems. Thus, under such circumstances, how to alleviate employee pressure, how to help employees cope with pressure, and how to enhance employee mental health, become an important research for China Mobile Jilin Company human resource management.Employee Assistance Program, first proposed by Americans in 1970s, is a systematic and long term service, aiming to help employees resolve problems involving health, economy, psychology, and society and provided by employers as a kind of support as well as benefits. This program has been very popular in other countries, and adopted by many companies there. As many theoretical and empirical studies demonstrate, Employee Assistance Program is very effective in alleviating negative pressure, modifying behavior and increasing psychological capital; on the part of the employers, it helps them build a stable working environment, and enhance organizational performance. Based on empirical research on pilot unit, this thesis explores design and implementation of Employee Assistance Program, which can be applied to China Mobile Jilin Company.This thesis, taking into consideration factors such as organizational environment, policies, and pressures undergone by employees, begins with the analysis of the results of employee mental health survey, then discusses designs of Employee Assistance Program, and finally elaborates detailed implementation plans.
