Research On Traffic Congestion In Changchun City And Countermeasures

By analyzing the problem of traffic congestion and its causes, and based on the successful experiences of domestic and foreign countries, the paper proposes measures to solve the traffic congestion in Changchun city. The paper consists of five chapters:Chapter 1 introduces the background and importance of the research as well as the research method. Chapter 2 introduces the theories on traffic, elaborates the harm and effects of traffic congestion, and summarizes the successful experiences of domestic and foreign cities in solving the traffic congestions. Chapter 3 introduces the status of Changchun's traffic system, analyses problems and causes of the traffic congestion in the main streets and crossroads, and indicates the subjective and objective causes of Changchun's traffic congestion. Chapter 4 proposes the basic ideas and countermeasures to solve Changchun's traffic congestion. Chapter 5 summarizes the research conclusions.The core of the paper is suggesting the development of electric-motor bus which is"three high and two low"as the breakthrough point and carrier of the Pubilc Transport Prior strategy.Taking the measures of reforming the bus stations, setting up bus lanes as supplementary means, and through improving bus and station environment and public transport service, the competitive power and attraction of public tranport system will be enhanced, so as to attract more car-owners to take buses.The paper also suggests to control Changchun's traffic congestion comprehensively. The author emphasis that the government should lay equal stress on the urban planning and traffic planning and improve the traffic management. By enhancing the drivers'safety education and punishment on the violating behaviors, reforming the congestion points, building the"smart signal lamp system", scaling up the one-way streets, setting up"direct-run mode",popularizing"One-Card Solution"mode and building"transport centers"and"bus operation centers"which connect various public transport vehicles such as buses, light-rails,taxis orderly,the vehicles can speed up, the roads'passibility will be enhanced,the travel time could be shortened, so as to improve the urban traffic management and achieve the goal of"green, open, and harmony".Optimizing signal lamp design and building One Road, One Street, One Bus System are also discussed in the paper, with the expection to help controlling Changchun's traffic congestion.
