Research On Effectiveness Evaluation Method Of The Urban Traffic Congestion Measures

In recent years, the problem of urban traffic congestion becomes a serious social problem the world faces, and how to ease traffic congestion has become a worldwide social problem. As the rapid growth of our country's economy and the unceasing enhancement of the urbanization level, the problem of traffic congestion in cities has become prominent increasingly, and from point to line, part to spread, with the trend to spread over a wide range of small and medium-sized cities. It not only impacts seriously on the quality of life in urban areas and social economic efficiency, but also causes such as the "urban disease" including the environmental pollution which restricts the development of the city. Therefore, how to ease traffic problems, and take what measures to restrain them, has becoming an urgent task instantly.Cities introduced all kinds of measures to delay traffic plugging, facing to the traffic jams, but because of the adaptability of the measures and the comprehensive of the transportation system, some eased the traffic congestion very well, and the other were not obvious, even increased congestion or created a new congestion. And so far the formulation of the measures to delay traffic plugging lacked systematic consideration, which is one-sided.Based on the investigation, the management experience traffic congestion and the success stories of urban traffic congestion measures. The paper gave a comprehensive analysis of the characteristics of urban traffic congestion and the causes of traffic congestion, summarized and concluded the main measures to delay the traffic plugging. Through to the transportation supply and demand balanced theory's research, establishes the appraisal the supplies, the demand as well as the traffic circulation condition evaluating indicator. And an evaluation model of "traffic supply-operation status" to delay traffic plugging was developed on the basis of data envelopment model. On the basis of the actual survey and the simulation, the paper proposed kinds of measures about the first ring in west of Chengdu and appraised them, gave an analysis of the various measures to delay the traffic plugging and made a choice from them.Using the model this thesis had proposed, we can evaluate the measures of the traffic congestion more comprehensively according to the different measures and the different data which collected. Based on comprehensive evaluation of measures for traffic congestion, aimed to relief blocking traffic before the measures, then found inadequacies and limitations, provide scientific and reasonable basis to the traffic management departments.
