A Study Of Urban Traffic Congestion Problem In China

At present,urban traffic congestion is a serious problem in the process of urban development all over the word, which seriously restricts the city's economic and social development. Our country has amounts of the population,which owns lots of big city above one million population.In recent years,with the constantly acceleration of economic development and rapidly improving of urbanization level,the rate of population urbanization has raised from 28% in 1993 to 64% in 2009. According to a survey data from the United Nations, there will be about 70% population lived in city in 2050. The rapid growth of the size of city leads to China's urban transport development lags behind the needs of city development Therefore, it forms a severe "urban ill" of urban traffic congestion. Now, our urban traffic can not meet the development needs of the city, such as the traffic's base installation and management level, which has become urban social economic development of blockages factors.So "govern congestion" has become a question focused on solving in "the twelfth five years program"of many big cities in China. Traffic congestion not only affects the efficiency and quality of life in the city, but also brings some social problems, such as environment pollution and public security.This article summarizes the research results regarding the governance of the urban traffic congestion at home and abroad, discusses the problem of traffic congestion by means of comprehensively applying to public goods theory, the government control theory and public choice theory. It analyzes the resons of urban traffic congestion in our country standing on the situation of urban congestion what is happening in some big cities recently. We hope for putting forward the effective approaches to govern urban traffic congestion, based on the successful exoerience of governing urban traffic congestion from abroad and HongKong. This article makes out a series of proposal and suggestion, such as making reasonable transportation planning, giving priority to the development of public traffic, implementing modern traffic management and the application of intelligent transportation system..
