| As the development of the reform and open policy and entering into knowledge-based economy era, human resource has gradually become the most important business resource and competition among enterprises becomes competition among talents. As an important problem of human resource management for group enterprise, human resource management and control plays an important role on human resource integration and the achievement of the whole value of group enterprise, which is the basic guarantee for the achievement of enterprises strategy.However, as enterprises have inadequate recognition for the importance of the issue on human resources management and control, the research related to enterprise group in China is still in the initial development, and there are many problems existing in the majority of group enterprises in China, such as the excessive centralization and decentralization, internal management confusion and functional dislocation, the designated position for headquarters function, the lack of human resource synergy mechanism and so on. Therefore, it is important for group enterprises to build the human resources management and control system based on its own characteristics.Taking C group company as an example, this paper attempts to use group enterprise and human recourses management and control theories, and starts from the analysis of the status quo of human resources management and control in C company through the questionnaire survey and in-depth interviews, and then specializes the model of human resources management and control for C group enterprise based on the traditional modules of HRM such as layered classification, human resource planning system, potential evaluation system, qualifications system, salary management system, performance management system and training system. Finally, the paper gives the supporting measures for smoothly running the above system.This paper attempts to stress the relationship between human resources management and control for group enterprises and the traditional modes of HRM. Through the methods of questionnaire survey and in-depth interviews, it introduces the human resources management and control model for C group company in the future and then specifies the framework of it based on the traditional HRM modes such as layered classification, human resource planning system, potential evaluation system, qualifications system, salary management system, performance management system and training system. |
