China Coal-Heilongjiang Coal Chemical Co. Ltd formerly composed by Harbin Gas Chemical Company and China Cinda Asset Management Co. Ltd which called Harbin Coal Chemical Co. Ltd. Its business includes coal,coal chemical,coal-to-oil and gas production and transportation in the city. September 15,2006, the State Asset Management Committee approved the resolution that transferred the state-owned equity of Harbin LPG company to China Coal Group, which formerly belonged to Harbin Coal Chemical Co. Ltd and Harbin Gas Chemical Co. Ltd.This paper used the form of a case, based on the full description of Heilongjiang Coal Chemical Co. Ltd, by introducting the early reform process of the Heilongjiang Coal Chemical Co. Ltd, combined with the prevailing market conditions and the company's own characteristics, the paper described the achievements and abuses after the implementation of the new salary system, then analyzed the reasons why the new salary system succeed at the beginning and failed at last. summed up the problems in the salary reform of Heilongjiang Coal Chemical Co. Ltd, for these issues, combined with the current context of the new situation and analyze aspects of the environment, the writer put forward some feasible solutions and measures, hoping to help Heilongjiang Coal Chemical Co. Ltd to establish a set of scientific and reasonable responses and programs which reflect the salary situation of the market and the characteristics of itself, hoping to provide some experience for other state-owned enterprises in salary reform as well.
