The Difficulties And Countermeasures Of Chinese Food Safety Government Supervision

Reinforcing the regulation of food safety to safeguard the safety of food is one important duty of the modern government. But the current food safety situation in our country is not optimistic. Food safety incidents happen frequently, which not only strongly threaten human's security and health, but also have significant influence in the economic development, political stability and social harmony. How to reinforce the governmental regulation of food safety and improve its effectiveness has become one of the most important subjects in government and academic circles'research. Food safety has a series of apparent communal product attributes. It is a kind of typical communal product that must be offered by government. But it appears "Government Failure" and "Regulation Failure" when the government supervising the safety of food. The developed countries such as the United States, Japan, European Union, have accumulated a lot of successful experience in legislation, standard system and control system of governmental supervision to food safety, which offers valuable reference for regulation failure on food safety to our country. Now, some problems exist in our country's food safety, which includes the lagging of laws and regulations, low standard system, inefficiency of administrative system, lack of Controlling System, poor enforcement of government and short of administrative accountability. We have been focusing on perfecting laws and regulations, establishing a sound regulatory system, normalizing control system, strengthening enforcement of government and enhancing administrative accountability. Constructing a comprehensive treatment mode, which gets clear regulation, reasonably system, overall control, efficiently functions and good delivery of accountability, is an effective way to solve current food safety problem and realize the goal of long-term supervision.
