A Study On Difficult Positions And Countermeasures Of Our Country Food Safety Regulation System

Food safety regulation is a very important index which reflects social management level of government. In recent years, incidents of food safety have occurred incessantly in our country. The increasing in public demand with the inadequate supply of food safety has become increasingly obvious contradictions, which the present stage of the Government's food safety regulation is not adaptability, has initiated a certain degree economic and social crisis. The public asking the government to further strengthen the food safety work, the voice improving the level of food safety regulation appears unceasingly in media and during the period of "two sessions ". As a result, how to improve the effectiveness of food safety regulation becomes an important topic of the public administration.This article take our country present food safety regulation system as the object of study, by applying the government regulation theory and the public goods theory, the author explained government becomes food safety supplies main body is an inevitability; Since by historical analysis method longitudinal review founding of the nation our country food safety regulation system's evolution and development, and in the food safety regulation system of the basic elements from within the framework of organization establishment, power distribution, distribution functions, the operating mechanism of the four systems analyze existing food safety regulation system and the reasons for the shortcomings exist; Comparative analysis of horizontal combing method United States, Canada, Japan and other developed countries food safety regulation system. In conclusion on the basis of their experience and unifies our country's actual situation, I rational think that how to improve our food safety regulatory system. Through to existing three kind of food safety regulation system (Single Agency System; Multiple Agency System; Integrated System) analysis of advantages and disadvantages, Union path dependence theory to our country food safety regulation organizational reform influence, the author argues that although the present multiple agency regulation system has many disadvantages, the current drastic reforms with a view to a single agency of the regulation system is not feasible. According to the above, this article argues that in the current regulation system on the basis of a partial adjustment to the establishment of the National Food Safety Commission, the establishment of a integrated system of food safety regulation, and within the legal framework to clarify the functions of regulation agency, and rational allocation the central and the local government's regulatory authority, and further improve the operational mechanism of food safety which provides the system safeguard for effective operation of the regulation system.
