The increase of income and improvement of life quality set forth new demand for the agriculture development and countryside around city, Thus, the new agricultures develop rapidly, such as green food producing, leisure agriculture, sightseeing travel agriculture, exhibition agriculture, etc. The new products and services can be afford to the new consumption needs of the residents, this kind of new agriculture is called "urban agriculture", which integrates production, ecology and life function. Based on abroad experiences of urban agriculture development, the key function orientation and adjustment。The urban agricultural function is incarnated through the structure, especially the support of leading properties. Thus, (we) should develop the leading properties with priorities, choices, implement the development policies, and promote the adjustment of urban agricultural functions.Firstly, this article conducted theoretical research to the urban agriculture's development. Viewed from the location, the urban agriculture exists both in the metropolis and the urbanization areas, and the peripheral gap regions. Viewed from the function, the urban agriculture possesses the remarkable multi-functional characteristics, and its production function reflects high modernization degree. Viewed from the consuming orientation, it has metropolis direction in explicit, mainly serves the urban production and life, therefore, the metropolis needs decide the agriculture's development. Viewed from the development shape, the urban agriculture is a sustainable development agriculture in population, resources, environment, society and economy, and possesses high development agriculture shape which serves the metropolis. Viewed from the function orientation, the urban agriculture must possess three basic functions:production function, life function and ecology function.The 4rd chapter of this article analyzed the present situation of Nanjing urban agriculture's development. It is breaking through the limitation of pure production function, expanding ecology, service functions gradually, and Nanjing urban agriculture's functional structure adjustment peeps the clue. But overall speaking, Nanjing's urban agriculture development is also at the start stage, its function structure and function layout are unreasonable, and also lacks the support of corresponding leading properties. On above, this chapter put forward direction and line of thought for Nanjing urban agriculture function adjustment. Namely, relying on the modern agricultural science and technology, reforms Nanjing urban agriculture production function; taking the farming-tourism as the symbol, develops leisure sightseeing agriculture vigorously, continually expands the life services function of Nanjing urban agriculture; taking green Nanjing construction as the goal, strengthens the ecology function of urban agriculture through the development of public welfare agriculture; taking the plan as main item, carries on functional district and rational distribution, and promotes functional adjustment of urban agriculture gradually; taking the properties as support, promotes functional adjustment of urban agriculture through the cultivation and development of leading properties; relying on the construction of property campus and bases, impels the function adjustment of urban agriculture.The cultivation and development of leading properties is the basic springboard for impelling the function adjustment of urban agriculture. The 5th chapter of this article carried on a study at this point. Grounded on the following four targets, namely high income elasticity principle, ecology benefit principle, economic benefit principle, comparative advantages principle, selected demand income elasticity coefficient, output value comparative concentration coefficient, cost net income rate, ecology effect, etc. this chapter analyzed comprehensively the development priority order of leading properties, selected vegetable, fresh water breeding, flowers, plants, forestry nursery stock, travel agriculture, and seed property as the prioritized points of urban agriculture leading properties.The 6th chapter of this article emphasized on the regional layout plan of agriculture leading properties, comprehensively analyzed natural factors, technical and economic factors, regional and location factors, policy factors. Comprehensively evaluated the four essential factors, as product shares, present production scale, technology and science level, region and position priority advantages, and the support of local authorities, put forward key development regions of leading properties, vegetables in Luhe and Jiangnin Districts, fresh water breeding in Gaochun County, flowers, plants, forestry nursery stock in Pukou District, travel agriculture in a circle, three zones and four districts around Nanjing city.For the fulfilling of function orientation, leading industries and regional layout, the 7th chapter of this article proposed that the planning consciousness should be emphasized, the leading property development plan of urban agriculture should be drew up from a high point; work out and perfect related polices for the leading property, and impel the development of leading industry with favorable polices; promote the property quality, improve the competitiveness; speed up the construction of agricultural technology and science compass focusing on the leading property, and improve the leading agricultural technology and science level; considerably develop agricultural industrialization, improve the appreciation capability of leading property processing and marketization level; develop and perfect the supporting system for leading property, and improve the service function of the government.
