Research On Main Function Of Region’s Agricultural Development Of China

On December of2010, the State Council had issued that the planning of main functional area has completed, clearly pointed out that the main functional area planning is called Chinese "strategic, fundamental and constraint programming". Later in June2011, the State Council gave the formal announcement of "the main functional area planning"."Three rural issues" is always a difficult problem in Chinese reform of rural economic, agricultural industry is short board among various industry sectors in the country. The planning of main function of region has planned overall ideas of development without specific ideas of agriculture development and its corresponding rules.According to study, many conclusions are formed as follows:Firstly, basic on "the main functional area planning", we clearly define the definition, types and characteristics of agriculture of main function region.Secondly, through understanding of the agricultural development of the main functional areas, there is inadequate knowledge. Mainly exists on the contradiction of economic entities which may influence the developmental process of agriculture of main function region. Both the policies and the evaluation system for agriculture of main function region are not perfect.Thirdly, the development model of priority zone on agriculture is to seize the development of modern agricultural technology, and it also can provide support on technical to agriculture of key zone and limited zone; the development model of key zone is to provide protection of arable land and to absorb some production factors such as capital, technology and so on; the development model of limited zone should make some progresses on agricultural production and operation mode innovation, in order to ensure food security and raw material supply, The development of prohibited zone of agriculture is the suit one’s measures to local conditions to the development of tourism and leisure agriculture.Fourthly, on the supporting policies of agricultural development of the main functional areas, we suggest different types of policies for main functional region. Financial policy needs to increase the equalization transfer payments; Investment policy need to increase government investment for the proportion of agricultural, ecological environment protection, and guide the private capital investment in accordance with the main function of different regions; industrial policy will need major agricultural project layout in the limit for the development of regional agricultural products producing area, at the same time, pay attention to ecological function to maintain and protect the restricted development area; land policy should implement differentiated land use and land management practices, to explore the implementation of land linked between urban and rural areas.Fifthly, in terms of the performance evaluation system of agricultural development of main functional zones, we can adopt classified evaluation on agricultural development by different types of main functional region. As to the priority zone, the index of evaluation includes quality, intensive agriculture and technology R&D capability; Evaluation of key zone is the development of urbanization and the construction of agricultural infrastructure; Evaluation of limited zone includes appraisal security, agricultural resources and agricultural ecological environment.On the basis of the previous research, many efforts are made on some innovative research. Without corresponding case analysis and model prediction, this thesis mainly does qualitative research. In such case, we need to do further research in future.
