From the 1970's, the developing countries have ushered in the two development opportunities in the economical globalization. The first opportunity is the global manufacturing transfer, and the second is the transfer of services worldwide. With the "World Factory", relying on low labor costs and huge market, China has become an important country to undertake the global manufacturing outsourcing in the world.However, with the market of "Made in China" continuing to expand, the frictions of international trade increasing, the source of energy and raw materials becoming more intense, the environment being deteriorating, China can only re-select and adjust the international manufacturing outsourcing.With the global industrial restructuring, international service outsourcing industry is growing quite rapidly in the worldwide transfer of services. Service outsourcing is based on information technology outsourcing (ITO) and business process outsourcing (BPO). It has become an important means to promote economic development and become the focus in the world. International service outsourcing is a new way of international division of labor currently. China undertaking international service outsourcing can effectively avoid the negative role of manufacturing outsourcing, enhance the competitiveness of enterprises, optimize and upgrade China's industrial structure. India, Ireland and other countries are major undertaking countries of international service outsourcing. The International Service Outsourcing in China has made great progress, but comparing with India and Ireland, the gap of the undertaking size and quality is still very evident.In the current international situation, increasing international division of labor and economic globalization require China to make full use of international service outsourcing business to develop domestic economy. Financial crisis brings a major reshuffle of the global economy. China should take full advantage of the opportunity to develop service outsourcing to improve the level of our undertaking. Therefore, a study of China undertaking international service outsourcing is a very practically significant issue. To study on the influencing factors of China undertaking international outsourcing enables China to undertake the process and avoid weaknesses, as soon as possible to reach the world advanced level.In this paper, we research the influencing factors of China undertaking international outsourcing with the combination of theory and empirical research methods. And feasible policies and recommendations are offered based on the research. This paper contains five chapters. The first chapter introduces the research background and significance of the research, and describes the basic contents, research framework and innovation. The second chapter describes the content of outsourcing services, explaining the definition and classification of service outsourcing; and relevant domestic and international research results of service outsourcing are reviewed, including overviews of the theory summary and the factors of service outsourcing. The third chapter introduces the development of global service outsourcing situation and trend, and explains the impact of the 2008 financial crisis on the international service outsourcing, and also introduces the development situation and development trend of service outsourcing in China. Then, this chapter theoretically analyzes the influencing factors of undertaking international service outsourcing in China. The fourth chapter is about the empirical analysis of undertaking service outsourcing in China, based on the theoretical analysis, to test the impact of factors of China undertaking service outsourcing, and finally draws empirical conclusions. The fifth chapter is based on the one to four chapters, and put forward countermeasures and suggestions from both the business perspective and the government perspective aiming at the present situation and problems of our undertaking international outsourcing.
