With the deepening of economic reform in the domestic market, the pricing of engineering product which is adapting to the planned economy, with a strong administrative color and under the control of the fixed pricing system neither reflect the value nor reflect supply and demand.On tne contrary,it makes the many important functions such as which price regulate supply and demand, transfer functions of market messaging and accounting functions weaker and disappear. Therefore, in the transaction process in constructing market, there are contradictions and conflicts between the traditional fixed pricing model and the main requirements of the market entities about their own pricing. To end this, government authorities implemented the project BOQ in order to adapt to the reform objectives of the market pricing. with the Bill of Quantities mode,in the bidding process, how to calculate the cost and determine the cost of the tender price is below cost bid become the most difficult issues for evaluation experts. to the bidders, how to estimate the cost and establish a competitive bidding program is also a problem. this thesis has done the following studies for this:(1) The thesis analysised the factors affecting cost estimation of highway: policy and governmental factors, designning and highway itself, the indicator, the fixed cost system and engineering estimation data, the market price factors, the quality factors of establishment. Meanwhile, the thesis listed the major programs of cost estimates:the budget price table, the preparation of other direct costs, indirect costs funding and comprehensive on-site rate calculation sheet, the preparation of sub-table estimates, the preparation of other costs table, the preparation of equipment, tools, equipment purchase fee calculation sheet, the preparation of labor, the main quantity of material summary, the total estimate sheet preparation, the preparation of the total estimated matrix.(2) The thesis explained a detailed description of the definition of the Bill of Quantities, pricing features, the basic methods and procedures, the composition of the cost of highway projects under the BOQ mode, then it constructed the index system of the cost estimation of highway with several key indicators in construction and installation costs:subgrade earthwork volume, roadbed width, asphalt concrete pavement, cement concrete pavement, the number of bridge per km, the number of tunnels per km, the number of channels per km, the number of interchange per km, the number of separate interchange per km, the number of safe facilities per km, the length of communications and power line per kilometer, the area of vegetation per kilometer, the area of housing building per km. This index system is the base of the model.(3) The thesis expained a detailed description of the process of gene expression, seven kinds of genetic operators in GEP and fitness function, and it build the cost estimation model of highway projects based on the gene expression and BOQ.(4) Finally, from engineering reality, with datas collected from HN provincial highway projects,this thesis verified the reliability of the gene expression model. With estimation of indicators summarizeed before of highway engineering,it established characteristic factors of highway projects. Then standardizedthe collected raw data. Using visualbasic program to calculate standardized datas to estimate the cost of the projects, while the final results show that gene expression is of high accuracy,and it can be used for future engineering practice.
