Study On Using Bill Of Quantities In Engineering Cost Management

Due to use the bill of quantities in bidding work effectively, and continuously increase the engineering cost management level, this article is based on developer, aim to the main problems that occurred in"Architectural Engineering Standard Method of Measurement of Using Bill of Quantities", followed the theoretical analysis, the inspection status, the practice examination mentality has been conducting the research. First, we use of micro-economics-related knowledge, discussed the rationality and effectiveness that by taking reasonable minimum tender price bidding principles and with the corresponding amount for the lowest tender price accepted approach, to make the necessary theoretical groundwork for the next research.Second, we integrated use Probability of statistical methods, Plan appraisal technology, Fuzzy policy-making technology and Decision-making study, through to inspect the present situation to using the bill of quantities in bidding work, analyzed the main problems that Imbalances quotations issues, Unreasonable lowest quotations issues, Wrong quantities issues, made the corresponding solutions, this article is drawn in the four main results: built a model to judge the lowest quoted price; built some judgment parameters to identify imbalance quoted price; posed the principle and means about using bill of quantities in bidding work; designed operational means about"three-step evaluation, progressive selection, chose the best".Finally, we use the four main results which obtained from the research in a case, to inspect its effectiveness. In practice, it has been found that the construction unit achieved our original target, and achieved good economic benefit. According to the above, it can be pointed out that these results to advance the project cost reform and regulate the bidding work have the certain practical value and the promoted value.
