In 21st century, with the revolution of information technology and booming of economic globalization, Multinational companies have to change investment strategy and start innovation in order to improve the competitiveness in host countries, and actively implement localization strategy. As the economic of China rise, China has attracted many international well-known multinational companies on investment in China, this papers is based on the world famous bearing enterprise S group Dalian wholly owned subsidiary and it studies the company problem which new product R&D schedule delay to find out the corrupt practice in business model, and it turns out the localization in S Dalian subsidiary is not comprehensive, and it finds out the methods to solve the problems through the study of the theory.S Dalian subsidiary is a wholly owned subsidiary of S group in China, which was registered on March 23,2005, and official operation in September 8,2006. Its main business is the production of the high performance precision bearings, and it can provide the related technical consultation, service, the goods and technology import and export business, at present it provides goods and service for renewable energy, metallurgy, industrial transfer, conveying, mine mining, and other industry customers. Although S brand is the world famous brands, and the company has a long history and a perfect management system, but S Dalian subsidiaries still exposed some problems, such as high prices and long delivery, and it shows the weak competitiveness compared with other company, all these problems are because of its new product R&D delay, so it finds out the problem by analyzing the new product R&D, and then turns out the localization in S Dalian Subsidiaries is not comprehensive which leads to new product R&D delay and affect the company's production plan.At last the paper summarized solution for S Dalian subsidiary localization, the solution is toughly implement R&D, procurement, human resource and management localization, and get rid of the support from headquarters in Europe, it solves the problem of new product R&D delay and internal production delay from the solution, and improve the competitiveness of S Dalian subsidiary in Chin.
