| The keystone for Chongqing City to make an overall plan on the economic development in both urban and rural areas is contributed to the fact of booming rural economy, and the emphasis to flourish the rural economy is ascribed to increasing incomes of peasantries. In February, 2010, the Party Secretary of Chongqing City Mr. Bo Xilai gave rise to the program of increasing each family`s income by 10 thousands in the Twin Wings areas of Chongqing, which put forward the definite goal and deadline.This article, based on listing the academic achievements home and abroad systematically, thoroughly checks out the historic evolution, situation and characteristics to per capita net income of peasantry in the Twin Wing areas of Chongqing City by the meanings of literature study, positive analysis, qualitative and quantitative analysis, and then locates the per capita net income of peasantry in the Twin Wing areas of Chongqing City through horizontal and vertical comparisons. At last, from the facts of resources, markets, institutes and policies, the critical restricted elements towards the incomes of peasantries in the Twin Wing areas.After summarizing the measures in advancing incomes of peasantries and farmers in developed and developing countries or areas, the article, combined the condition of Chongqing, suggests that the critical point to increasing the incomes of peasantries in the Twin Wing areas relies on the establishment of Long-term mechanism. The Twin Wing areas should depend on the support of taxation and finance policies from local governments and rise up the incomes of peasantries by transfer of rural surplus labors, developing modern agriculture and blooming the non-agricultural industries. Specifically, transferring rural surplus labors could be put forward by expanding the scope of the central city in each county, establishing the supplying systems of public goods and improving rural labor market; exploring inert capacity of advancing incomes in agriculture by transforming the developing mode of agriculture, accelerating process of agricultural industrialization and increasing technical level in agriculture; flourishing non-agricultural industries by encouraging the development of township enterprises, constructing rural commercial net and reforming rural financial institute. |
