Study On The Path Of Less Developed Areas' Balancing Urban And Rural Co-ordination Development

Although Chongqing's economy has developed rapidly, the gap of urban and rural areas in Chongqing is widening,and urban and rural development uncoordinated phenomenon is more and more serious. This affects the overall development of Chongqing. The state approved the establishment of urban and rural co-ordination development comprehensive reform pilot area in Chongqing and Chengdu in June 2007.It offers a unique opportunity for the urban and rural co-ordination development of Chongqing.The "two wings" area of Chongqing is the key area and the most difficult area of urban and rural co-ordination development. The size of most counties'towns of the "two wings" area is very small, and the strength of the county economy and industrial base is very weak. The radiation ability of the towns is not strong, the industry's driving ability is poor. The infrastructures in most rural areas are very unsound. This determines the urban and rural co-ordination development path of the "wings" area is different of the conventional path—"city radios villages, industry promotes agriculture".This study based on field research and the development status of the "two wings" area, considers that the "two wings" area should establish the"big co-ordination development"concept and adopt a "gradient co-ordination development" implementation strategy. The counties should adopt the "gradient co-ordination development" path according the development status, in order to implement the phase transition of the co-ordination development. Specific to each county, the focus of every town, suburban district and village are different. Specific measures include: Organize the eco-industrial park, develop circular economy and characteristic industries, such as characteristic energy and mineral industries, characteristic agriculture and tourism, and so on. Promote agricultural industrialization model, organize agriculture professional organization. Strengthen the construction of rural infrastructure, such as transportation, water facilities, transmission and distribution network, farmhouse, and so on. Promote the development of rural public utilities, such as education, health care, cultural position and social security, and so on. Continue to promote the Ecological Migration, expand labor export economy. Accelerate the pace of building new countryside. At the same time, provide investment, technology, policies, system and system of organization, five aspects of security. Ensure the co-ordination measures can be implemented. Promote the "two wings" areas'urban and rural co-ordination development work forward.
