Existence And Comprehensive Treatment Of City Mobile Vendors

Municipal administration, a major feature of Chinese law enforcement system, shoulders various functions such as maintaining urban administration order and city image etc. Mobile vendors, enlivening on main streets and small alleys of big cities in China, are considered as discordant notes of urban development and prosperity. In recent years, the increasing conflict between municipal administration and mobile vendors has become the focus of public attention, and the management of the city street mobile vendors comes into a corner.With the analysis of the association between the process of urbanization and economic reform and the composition of mobile vendors, this paper reveals the necessity of mobile vendors'existences, and then introduces municipal administration, the major subject who is in charge of mobile vendors in China, and its institutional basis. The third chapter mainly analyses the external effects caused by mobile vendors and the orientation of management of mobile vendors, and further describes the difficulties and the related explorations of managing city mobile vendors. The fourth chapter discusses the four reasons which cause the managerial dilemmas of the mobile vendor: the deviations in ideas, the interest conflicts between two sides, the actual plight of law enforcement and the simplification of administration body. The fifth chapter brings up the countermeasures to the above reasons and at the end points out the process optimization diagram, hoping to give some suggestions on comprehensive treatment of city mobile vendors.
