The Research Of The Mobile Vendors Governance In Small And Medium Sized Cities: Issues And Measures

With the acceleration of industrialization and urbanization, the urban population is increasing rapidly. In this process, some people who can not be employed in the formal sectors have gradually become the part of non-regular employment population, with the factors such as ages, cultures and skills. As one kind of non-regular employments, the number of mobile vendors keeps increasing. They not only resolved their own living problems, but also eased the employment pressure of society, and made social life more convenience as well. However, because of their inherent nature, mobile vendors brought a negative externality in some areas for example city appearances and environments, transports, market orders and so on, This is becoming a serious problem in urban governance.In this paper, Suqian City of Jiangsu Province is the main discussed object. By using questionnaires and in-depth interviews, we have done some empirical analysis in the aspects of status, problems and reasons of the mobile vendors governance in small and medium sized cities. Research shows that there are some issues in the governance of mobile vendors in small and medium cities:the constration of administrative law enforcement are falling behind, the lacking of laws, the lacking of integrated management of government functions and departments, the lacking of the roles of grassroots organizations and the lacking of the channels by which public can participate in social management. All these are the main reasons why urban management departments usually manage the mobile vendors "by using the other departments' law". meanwhile these facts are also the important factors that made it difficult for mobile vendors to protect their own rights effectively. For the further exploration of this issue, based on the above analysis, this paper research on the experience of urban governance in home and abroad in order to provide some useful suggests for the Small Urban cities.Finally, contrary to the issues that come from the process of the mobile vendors governance, there'll be some relevant and effective measures in three aspects:the innovation of administrative law enforcement in urban management,setting up the self-regulatory organizations of mobile vendors and the role of community organizations in the vendors governance.
