ChangChun, JiLin And TuMen As The Development Of Open Financial Policy Support Of The Pilot Area

By the development strategy of revitalizing the northeast old industrial base, the northeast region economy has shown recovery potential, but as to the revitalization speed, the overall development of the Northeast is slow to compare with Liaoning and Heilongjiang. Jilin and even no sub-regional economic appeared, which severely restricted the Jilin Province and the whole economic development of Northeast old industrial base. By analyzing the problems of Jilin Province in the strategy of northeast old industrial base revitalization, and by summarizing the US, EU, Japan and other developed countries'successful regional economic development and experience, we can find that regional fiscal policy at home and abroad, played an important role in the support of regional economic poverty, and even a vital role.Along with"China Tumen River Development Program for Regional Cooperation—Mainly Make ChangChun, JiLin and TuMen as the Development Pioneer", so far as the author can expect, the development will give this region an implementation of the regional development strategy, and provided an unprecedented platform for policy support and a very good opportunity. Jilin province must seize all opportunities to accelerate the development, to accelerate the regional economic integration. By analyzing the plan very carefully, according to the mainstream of the fiscal policy, and by using the appropriate financial tools, learning the successful experience of other regional development, the author is expecting to give some advices to the fiscal policy recommendations, hoping to take this as somewhat contribution to the economic development of Northeast China.
