In modern economic and technology environment , we always face a fiercely-competing market, this situation makes a threat to high-tech enterprises,however, we can go through with innovation.To make a stabile place in the market,many resources in enterprises are assigned into R&D activities.With the higher devotion,R&D projects get more and more in parallel,so decision makers must handle more R&D project portfolio decisions in an uncertainty context. It is urged that how to increase the satisfaction of decision in the insufficient circumstance becomes important.The article focuses on this situation,the author mainly does research on the base of project portfolio theory,he analyses the literature in and abroad,meanwhile,he analyses the feasibility of applying fuzzy theory into R&D project portfolio decision. He decompounds the theme into two parts—qualitative evaluation and quantitative selection,and he concludes 6 factors based on the literature and R&D projects'own characters. In the process of the design of evaluation , the author applies pseudo-order preference model to express the prior relationship between the two R&D projects,then selects the advantageous project;in selection process,he creates a fuzzy multi-object model,changes some uncertain linguistic variables into specific data in the form of distance index,creates the model from the point of strategy,profit,cost and venture. At last,the author chooses a case to make the method more validate.Nowadays,the researchers argue with the method of R&D project portfolio decision,many methods only apply in certain environment. It is suggested to get more effect with the application of some models in together,the article describes the process of decision from the qualitative and quantitative point,this is the extension to the field,and also offers a thought to portfolio decision.
