As the market competition becoming fiercer, the enterprises have to do the research and development work to maintain the original market and actively exploit the new market for survival and development. R&D projects have been regarded as "the future investment" by most enterprises. However, there exists a large quantity of projects and over weight of tasks in the R&D management of our national enterprises. How to distribute the resources for R&D projects reasonably, coordinate the relationship of the projects under the guidance of the enterprise strategy and at the same time reduce the risks while operating the projects, become the problems need to be resolved urgently during the process of operating the R&D projects.The thesis is based on the relevant theory of project portfolio, expounds the characteristics of R&D projects and analyses the influence factors of the R&D project portfolio from the enterprise level; analyses the deficiencies of the common enterprise project portfolio methods comparatively from the two aspects of the non-mathematical programming method and mathematical programming method, puts forward that the issue of the R&D project portfolio should synthetically take resources, risks and benefits into account. On the basis, this thesis designs the R&D project portfolio process, uses AHP, fuzzy theory, 0-1 integral programming to construct R&D project portfolio selection model according to the concrete process, and explains an example by calculating. Finally, it puts forward the strategies for enhancing the feasibility of enterprise R&D project portfolio from the aspects of project portfolio strategy, project portfolio evaluation and multi-projects organization.
