Research On Project Pre-evaluation Of The Pothook Of The Increase Of City Construction Land And The Decrease Of Rural Residential Land

The pre-evaluation of the pothook of the increase of city construction land and the decrease of rural residential land is not only the urgent needs to strengthen the management and ensure and enhance the implementation effectiveness of the pothook of the increase of city construction land and the decrease of rural residential land, but also an important guarantee to practice the scientific development concept, promote the new rural construction and achieve the development of urban and rural areas in common.In this paper, it's around the policy and the implication of the pothook of the increase of city construction land and the decrease of rural residential land. By learning and absorbing all kinds of theories and methods of project evaluation, based on the analysis of the project characteristics, focusing on quantitative and qualitative analysis and combined with theoretical analysis and empirical research, this paper established the pre-evaluation model and assessed the pothook of the increase of city construction land and the decrease of rural residential land about the project of Xianshuigu town, Jinnan District in Tianjin. The study includes five parts:an overview of the meaning, pattern and content of the pothook of the increase of city construction land and the decrease of rural residential land; Second, described the evaluation system, evaluation method; Third, analysis of the problems linked to the evaluation on the implementation of the pothook of the increase of city construction land and the decrease of rural residential land;Ⅳ, pre-evaluation of the pothook of the increase of city construction land and the decrease of rural residential land about the project of Xianshuigu town, Jinnan District in Tianjin;Ⅴ, analyzed the problems to be addressed and future research directions on the pre-evaluation of the pothook of the increase of city construction land and the decrease of rural residential land. The innovation of this paper mainly includes two aspects:Firstly, the establishment of pre-project evaluation index system; Secondly, from four areas of compliance, economic, social and ecological, pre-evaluate the project of Xianshuigu town, Jinnan District in Tianjin and make relevant policy recommendations. Through this study, on the one hand implement the objective evaluation of the project feasibility of project in Xianshuigu, Jinnan, Tianjin and also carry out pre-project evaluation studies as a reference to other researchers.
