The implementation of urban construction land increase and rural construction land decrease hooking not only effectively promoted cultivated land protection and economically and intensively utilization of land resources, promoted the local economic development and new countryside construction, also played the balance urban and rural development, optimized the structure and layout of urban and rural land use. But also appeared some problems in the process of implementation, such as:forced demolition buildings against farmers’ wish and forcing them live in the high-rise. Farmers as one of the important participants in urban construction land increase and rural construction land decrease, we must take their interests in the first place, and respect their willingness fully, adhere to the principle of voluntarily and adjust measures to local conditions, so that we can complete tasks efficiently and high-quality and achieve original intention of the national policy. So, it is necessary to research more about the farmers’willingness to relocate and its influencing factors. This paper based on the questionnaire of urban construction land increase and rural construction land decrease in Hejin city, by empirical analysis, discuss farmers’ willingness to relocate and its influencing factors.The main conclusions of this paper are as follows:(1) In the survey of193valid samples, households who select the "willing" have101, accounting for52.33%of the total; when we assume that the government can solve part of the housing and social security problems, the farmers who willing to relocate increased to62.7%, increased by10%. Thus, after solved the trouble back at home of farmers, they move enthusiasm greatly improved. Thus it can be seen that:when we solved the worries of farmers, their removal enthusiasm will be greatly improved.(2) According to the survey, in the aspect of farmers’ concern, farmer’s main interest is the money of purchase house in town and whether there is a stable social security, both of these reached38.9%; for another is the subsidies of original housing demolition, accounting for33.7%; relatively farmers’ attention about work is the lowest, accounting for24.4%; the remaining is5.2%.(3) In the aspect of resettlement areas, central village which larger and close to ChengBaoTian is the first choice, accounting for26.9%; next is city, accounting for24.4%;thirdly, their choice is the central village which larger and facilities completely, and doesn’t matter with distance to farmland, accounting for23.3%.(4) In the aspect of resettlement housing,40.9%of the farmers choose the "similar to the existing housing options"; choose city apartment is accounting for29.0%; choose town apartment is accounting for29.0%;others is accounting for5.2%.(5) Logistic regression analysis showed that the obvious influence factors include age of the peasants, main business of the family, age of the building, terrains and the accessibilities of the village.
