The Study Of The Pothook Of The Increase Of Urban Construction Land And The Decrease Of Rural Residential Land In Qinhuangdao City

The18th national congress of the Communist Party of China sets the overall goal ofaccelerating urbanization and building a well-off society in an all-around way. With therapid economic and social development, the project construction land is inevitable, butour densely populated basic condition is not allowed to take up too much land, especiallycultivated lands, urban and rural construction land linked is an important measure tosolve the economic development and the protection of arable contradiction. Based on thetheory of linking policy, through the implementation of the actual case of the policy, thearticle analyzes the problems and puts forward countermeasures.The thesis consists of four parts, which is established by literature research,empirical research, standard model, summarized and other methods to explore andanalysis. The first part includes chapter1,2, the background, significance, researchcontents and methods are introduced, analyzes the meaning of the urban and ruralconstruction land policy, supply, demand for land saving and intensive use of policytheory are discussed. The second part includes chapter3,4, the implementation of theland policy in Qinhuangdao city is a comprehensive assessment, which has carried on theanalysis to the actual case, and establishes the standard model to the land saving andintensive use. The third part is the fifth chapter, the basic research in the first stage,pointed out difficulties and contradictions in the process of public policy implementation,puts forward the improvement and modification suggestions. The fourth part isconclusion; it summarizes the whole and pointed out that innovation.Based on the empirical research of Qinhuangdao City, a pothook project, thepothook policy is an important way to ensure development and the red line, optimize theurban and rural construction. Hook replacement indicators into high profit urban area canmake the effect optimal. The innovations of this paper, according to the suggestions ofhook replacement indicators adjusted and used in set range and demolition of the oldreclamation proval alone, it is of high reference value for improving pothook pilot workand revising policy and legislation.
