《POSTAL LAW OF THE PEOPLE'S REPUBLIC OF CHINA》clearly defined: the postal enterprises commitment to provide universal postal service obligations according to stipulations of the country; the postal enterprises owned by the whole people, that operates postal businesses; the nature of the postal enterprises is to serve society. This nature decides guiding ideology of the postal business is not simply for generating profit but should serve the community as well, at the same time carrying out the normal corporate business accounting processes. The strategic target of the postal enterprises is maintaining value of state-owned capital, and pursuing economic benefit based on realizing universal service. To achieve such a strategic goal, we have to promote business performance.The key of promoting business performance is performance management. The central office administrative staffs of postal enterprises are between top leadership and grass-roots employees and locating a connecting link between what comes before and what goes after. It is a serious problem need to be solved urgently how to manage performance of central office administrative staff much more scientifically.This thesis analyses the current situation of central office administrative staff performance management at a provincial postal enterprise, finds out problems and causes. By analysis and discussion focus on the performance management, combining job characteristics of the central office administrative staff of postal enterprises, adopt key performance indicators (KPI)-based multi-angle approach to comprehensive evaluation of the central office administrative staff of postal enterprises. In determining the performance evaluation indicators of different levels administrative staff, focus on diversity of evaluation staff to establish different indicators evaluation system, take a scientific approach to determine the various indicators of the weighing, and use multi-perspective evaluation approach, so that make the assessment more comprehensive and results of performance assessment more credible. This article uses historical data method to determine the weighing of indicators at each level.Although there is some discussion in theory about multi-angle evaluation method, this method rarely is used in the field of performance management research at postal enterprises. In this paper, innovation is based on actual conditions of administrative staff at postal enterprises; discuss how to find out multi-angle comprehensive evaluation methods. The important and difficult point is to establish suitable index system for performance management, which is aim at different assessment, select appropriate indicators of performance management, and make performance management more adaptive and effective.This article based on the factual situation of office administrative staff performance management at Liaoning province postal enterprise, take multi-angle comprehensive evaluation method, correspond the fact more, offer a salutary reference for postal enterprises to manage performance of office administrative staff.
