Learn From Japan's Experience To Optimize The Supply And Demand Of Oil Security Strategy

The energy consumption of the most of the countries in the world declined in 2010, while only that of China and India increased. most of the world's oil producers in trapped in recession, began to reduce production of oil. To maintain sustained economic stability and growth China should keep a stable supply and efficient use of oil energy. Therefore, this article mainly aims to discuss and study Chinese petroleum energy security strategy in-depth.After years of energy security concerns and related effective measures to improve the implementation, Japan's energy consumption and supply structure gets greatly, especially in a stable supply of oil and effictive use. Therefore, with the successful experiences of Japan and the specific conditions in China, optimizing the development of China's oil security strategy is one of the most important ways to solve problems in Chinese oil security. From the oil supply and demand angle, based on the domestic and foreign scholars and the research on the latest data analysis, this article combined with the following conclusions:Japan's oil supplies security reflected in petroleum reserve system construction, import diversification and overseas developed. While its oil demand security strategy is focused on energy conservation and development, China has many problems in these security strategy's pecific operation including unperfected legal system, lack of financial, technical support, etc.China should learn from Japan's experience to gradually perfect oil safety laws and regulations system, and to ensure the safety of oil supply and increase oil efficiency. to optimize China's oil supply and demand security strategy, China should construct two-level petroleum reserve system, expand import channel, enhance the international energy cooperation and increase r&d investment of energy saving technology of existing energy,new energy and renewable energy and so on.
