Science and technology is a fundamental elements to a country, as well as the power to promote the development of social and economy. Historically, every technology revolution would bring international community the huge changes. In the Industry revolution, By using the steam engine to realize the mechanization, raise productivity, British became the leader in region of economic and international trade. In the second revolution, the United state exceed UK in industry of vehicle and petrochemical. The third revolution contributed to the rise of Japan. The economic crisis which break out in the 2008, brought every country in the world an predicament. And the only way out is take the technology development as an important part of recovery. China,as developing country, has many problems in institution's setting, law's establishing. Therefore, the study of the international technology transfer is helpful.As mentioned before, the financial crisis has greatly influence the international technology trade, international technology market, globalization strategy, R&D, FDI. Therefore, study in the new background has practical significance.In this thesis, I will take the first chapter to summarize the research experience of domestic and foreign scholars to point out that the participation in international technology transfer is ne necessary to developing countries. The second chapter analyzes the situation of the international technology transfer. First changes came from the international technology trade. Then the technology market and FDI had also brought changes to the international transfer. The third chapter analyze the emerging experience of Japan in the area of trade policy, technology research and development institutions, education system and so on. The fourth chapter is strategy thinking of participating in the international technology transfer. From the macro level, the authority should focus on optimizing the environment of policy and financing. From the micro level, enterprise should pay much attention to technology digestion and absorption, cultivate core technology, so as to improve the international technology transfer in the position and efficiency. The conclusion will reflected in the fifth chapter.
