A Study Of HCR's Operation Pattern Under International Technology Transfer

Nowadays, the international technology transfer has become the most important part of the global economy and technology cooperation. Through introducing advanced technology, the developing countries can accelerate the development of their own technology and economy, and even enhance their own creativity. The differences characteristics and advantages in science and technology between China and Russia make it a great potential for the two countries to cooperate in this area.From the viewpoint of the external environment for technology transfer, Heilongjiang Province is close to Russia and it is one of the most important provinces that cooperate with Russia in science and technology. Taking Heilongjiang China-Russia Cooperation in Science and Technology and the Industrialization Center (HCR) as an example, the practical operation of technology transfer for enterprise was investigated based on the analyzing of the domestic and foreign related international technology transfer and technology innovation and China-Russia science and technology cooperation. The different motives of cooperation between the two countries can inevitably cause conflicts, and it is imperative to build a win-win environment for that. By analyzing the problems happened on HCR and those still exit on it, we found that the cooperation between the two countries was badly hindered by the single and inapplicable technology transfer. In this study, a more reasonable way for technology transfer, a new strategy for the introduction of advanced technology and a new operation pattern for enterprise were put forward. In order to make the operation pattern more effective, some other relevant factors, such as the reconstruction enterprise culture, the strengthening technology transfer investment, the human resources conformity, the information platform construction, and the consummation of achievements inspection, was also taken into consideration.
