Along with the deepening of China's economic reform, SMEs are playing an increasingly important role in China's economic life, which occupies 99% of the proportion of all kinds enterprise in China, absorbing the nearly 80% of the labor force. So the harmonious of its labor relations do to a large extent have a affect on the development of our national economy and social stability. However we have to admit that along with the development of economic and social of our country have to admit into a critical period, the problem in small and medium-sized enterprises of unharmonious labor relations is highlighted in recent years.The building of harmonious labor relations occupies a very important position in the building of harmonious society and it is a hot issue of government and public concern. At the same time, China's labor relations theoretical research is relatively weak, so combining the actual condition of our current labor relations of our country and the realistic problems exist in small and medium-sized enterprises of China to study the building of harmonious labor relations, and to expand the depth and breadth of our labor relations theoretical research, do also have a very important theoretical significance.This paper uses the comparative research and comprehensive Analysis tools for research. On the basis of the comparative study of the experience and practice for the harmonious labor relations construction of all kinds of enterprise at home and abroad, it seeks for the beneficial reference for the construction of SMEs harmonious labor relations in Liaoning Province. Meanwhile, it placed it in the background of China's economic system reform by using the comprehensive analysis tools as to the analysis of the harmonious labor relations construction in the small and medium-sized enterprise of Liaoning Province. Combining the analysis of labor relationship problems with the society and macro environment change especially the reform of the income distribution system, institutional and legal system problems it faces, make the article's analysis of small and medium enterprise labor relations more comprehensive and comprehensive.Since the reform and opening up, in one hand there are more and more scholars in Chinese academic circles begin to analyze Chinese economy by means of new institutional economics method, on the other hand the team of scholars who devoted to labor relationship study is enlarged, however, using the institutional analysis method to analyze the labor relationship of our country is little. This article attempts to explore the problem of institutionalization of labor relations from new institutional economics perspective, it has do a systems analysis and research on the institutionalized problems of SMEs'labor relations, which is an innovative exploration. In addition, based on the realistic that current China social income distribution is not reasonable, and the income gap is too large, this paper combined the problem with SMEs'labor relationship and has do an in-depth analysis and research, which riches the Angle of view for the study of harmonious labor relations research. However, this paper do also have many shortcomings, such as the research of institutional perspective of labor relations is limited to institutional factors' mechanism on the labor relations, and the in-depth analysis of institutional arrangements on labor relations. yet it lacks a system analysis of China SMEs'labor relations issues from the perspective of institutional change theory which make the study is not deep enough. Besides, this paper propose some Suggestions by improving the SMEs'internal management to construct harmonious labor relations. which is very reasonable in theorv,but how on earth them in the enterprise for a good implementation do still need author's more in-depth research and exploration in her future work and learning career.This paper carried out a systematic analysis and research on China's current labor relations of SMEs taking Liaoning Province as an example, based on the theory of building a harmonious labor relations and realities. It firstly sort out the theory of international labor relations research, including the domestic and international labor relation theory, labor relations theory with Chinese characteristics. harmonious labor relations theory, the present research situation of Chinese academic circle on the SMEs'labor relations, and the latest research trend of labor relation. On that basic, this paper analyzes the present situation of SMEs'labor relationship in China. We found that China's SMEs still have not formed a standard management operation mechanism, the power between employers and employees is unbalance, employment forms become more flexible and complex, the SMEs'labor mobility, showing a short-term instability characteristics. The article analyzed the existing prominent problems:labor dispute case especially collective labor dispute greatly increased; Laborer's income is low, the distribution of benefits between employers and employees is widening; the lack of workers'education and development rights. The article innovatively applies new institutional economics analysis method in the solution of the problems in labor relations. And it also analyzes the deep reasons of the problem from the perspective of macro environment and the SMEs'internal management perspective. Finally, this article put forward countermeasures and suggestions for the construction of SMEs' harmonious labor relations such as deepening the income distribution system, perfecting the relevant legal system construction, implementing scientific management in the SMEs, perfecting the enterprise internal environment and strengthening trade unions construction and promoting the construction and adjustment of collective labor relations.
